What is not settled

The same police report recorded the sergeant's own assessment that the depressed grass was made by a small helicopter. The Department of Air settled on down draughts, willy willies or water spouts, and by 1973 stated the most probable explanation was a circular wind phenomenon. Single primary witness; floating reed mats can rotate.
