What is not settled

IT HAS BEEN SOLVED. A satellite analyst matched the 18/19 Sept 1976 track to the re-entry of a Soviet rocket booster launched in July 1976, recorded in US Space Track data; State's own 5 Oct 1976 reply already suggested a meteor or decaying satellite. Use for what the paper trail proves about official behaviour, not as an unexplained event.
