What is not settled
The Blue Folder's chain of custody is bad: the pages reportedly vanished, a Swedish journalist is said to have bought them in Russia for 500 German Marks, and copies bearing KGB registration marks were distributed by a ufologist. No independent verification against a Russian state archive has been published, and the KGB has a documented history of seeding UFO disinformation.
