The record
An official file preserves that a report was made and examined. It does not, by itself, establish what was seen.

What is not settled
The file's own finding is agnostic: the origin of the lights could not be established. Petrochemical flare stacks at Escombreras plus misjudged night distance is the main competing explanation; no radar recording ties a hard target to the visual lights. The bundle mixes three separate November 1979 events.
