What is not settled
Sworn testimony is a real thing in a real record, and it is still testimony about what someone else said. He is explicit that he is not an eyewitness. The Pentagon office tasked with the historical review has since published a report stating it found no evidence of any such programme. Both of those documents are in the record; neither of them is a body.
